This article explains how the Roman Catholic Church came to have the papacy as its system of church government. In this explanation, the author begins from the text that the Catholics often quote in support of the papacy, Matthew 16:18, and goes on to sketch the history of the church in the first few centuries, including the conversion of emperor Constantine, and into the Middle Ages.
